How Do You Navigate Anti-Dumping Duties on Aluminum Foil Containers from China?

I am currently sourcing 9oz and 45oz aluminum foil food containers for a US restaurant supply distribution business. We need about four 40ft containers a year. I found a fantastic factory in Zhengzhou, China, with great tooling and a unit price of $0.04 per container, which gives us the margin we need.
However, during my compliance check, I realized that aluminum foil and certain aluminum products from China are subject to heavy Anti-Dumping and Countervailing Duties (ADD/CVD) in the US, sometimes exceeding 100%. This would completely wipe out our margins and make the product unsellable.
My question to the community is: How are you all handling ADD/CVD surprises for aluminum products?
I have put together a partial framework to figure this out, but I am hitting some walls and would love your input on specific steps.
1. HS Code and Scope Investigation
My first step was to look at the tariff classification. The factory suggested HS code 7612.90 (other containers). However, my customs broker warned me that ADD rulings often cover specific gauges and shapes, regardless of the HS code. I am currently trying to find out if our specific container dimensions and wall thickness (0.06mm) fall under the exact scope of the existing ADD orders. Has anyone successfully used a scope ruling to exclude their specific container shape from the ADD?
2. The Supplier's Stance
I asked the Zhengzhou factory if they have ever shipped to the US. They admitted they mostly sell to the Middle East and Europe because of the US duties. They suggested routing the shipment through a partner in Malaysia to avoid the duties. I know transshipment is highly illegal and risky, so I immediately shut that down. But it confirms they don't have a US ADD exemption.
3. Alternative Sourcing
Since the US route from China seems blocked, I am looking at Vietnam and India. I reached out to two factories in Vietnam. The unit cost is about 15% higher ($0.046 per container), but it would completely bypass the ADD.
My dilemma is whether to absorb that 15% cost increase to source from Vietnam, or to spend thousands of dollars on a customs lawyer to fight for a scope exclusion in the US.
If you have dealt with aluminum foil ADD/CVD, what was your experience? Did you fight the scope ruling, or did you just move your sourcing to Southeast Asia? Any tips on verifying that a Vietnamese factory isn't just re-labeling Chinese aluminum would also be incredibly helpful.
